About

The Southern California Regional Liability Excess Fund, or SCR, provides cost-effective risk management services for public schools throughout Southern California. Established in 1986, SCR is a non-profit, member-owned and operated Joint Powers Agency (JPA). Over 75 public K-12 school districts participate in SCR, extending from Bakersfield south to San Diego and east to Calexico. Together with its Northern California counterpart, NCR, the two JPAs form the largest property and liability risk program for schools in California.

The Authority's mission is to assist its members in managing risk by providing broad liability and property coverage, stable rates, and specialized risk management services.
